i using digitalocean ubuntu 16.04 . new version because used older versions before.
i have problem in connecting database remotely when logged in phpmyadmin ok.
by way followed tutorial in article dan costinel

sudo nano /etc/mysql/mariadb.conf.d/50-server.cnf find line in file
bind-address = 127.0.0.1 change ip address server ip adress
example:
bind-address = 101.10.14.16 and restart service
sudo service mysql restart also might have open firewall ports if have ufw firewall enabled
