WordPress won't allow file upload - file cannot be moved to wp-content/uploads -

when try upload files wordpress media library, error saying file cannot moved wp-content/uploads. tried changing 777 permissions (just test) , still did not work. tried following link: http://2surge.com/how-to-fix-the-uploaded-file-could-not-be-moved-to-wp-content-error-message/ which says give nobody user permission, did not work. i tried adding following link: https://www.digitalocean.com/community/questions/wordpress-the-uploaded-file-could-not-be-moved-to-wp-content-uploads which says add ftp connection data wp-config.php, did not work. i tried upload manually through ftp , use add server plugin, when given correct connection information add server (which on other sites i've done these permissions/ownership isn't asked for), plugin cannot connect. can offer solution? thanks in advance! sometime changing permissions alone doesn't make work, remember me solving issue of video
