python - PIP only accessable in its home file -

i want start coding python-framework flask , therefor have install using pip. have installed pip on machine, can use when run it, while i'm in c:\users\rulezdzn\appdata\local\programs\python\python36\scripts pip.exe is. can install flask anyways or how fix it? :)
