WordPress won't allow file upload - file cannot be moved to wp-content/uploads -

when try upload files wordpress media library, error saying file cannot moved wp-content/uploads. tried changing 777 permissions (just test) , still did not work. tried following link:

which says give nobody user permission, did not work.

i tried adding following link:

which says add ftp connection data wp-config.php, did not work.

i tried upload manually through ftp , use add server plugin, when given correct connection information add server (which on other sites i've done these permissions/ownership isn't asked for), plugin cannot connect.

can offer solution?
